
Bologna provides every citizen, without exception, with an open university that is connected to society.
It forms part of the spirit of Europe. A model for coexistence based on effective equal opportunities, which uses university training as one of its core foundations.
In its reference to the “social dimension” of the Bologna Process, the London Communiqué states that “Higher education should play a strong role in fostering social cohesion, reducing inequalities and raising the level of knowledge, skills and competences in society.
Policy should therefore aim to maximise the potential of individuals in terms of their personal development and their contribution to a sustainable and democratic knowledge-based society… We therefore continue our efforts to provide adequate student services, create more flexible learning pathways into and within higher education, and to widen participation at all levels on the basis of equal opportunity.
Access to higher education in the University of the Bologna Plan cannot therefore be conditioned in any way by differences in income or anything else. The offer of the widest selection of public aid in the form of every type of grant and interest-free loan is guaranteed for all European citizens”.
